I was cleaning up some files on my external HDD and I stumbled upon this guy. Looking at the file info, it's been sitting in the folder, unfinished, for almost a year now. I started him, but I completely cut-off and forgot about him when I had to return the tablet I was borrowing. Long story short, I found him and I wanted to finish him. Since he was in the middle of being photoshopped already, it only took about 5 hours to complete.

Floodman's design was inspired by Black Manta from © DC's Aquaman. I wanted to create another water based navi because there were hardly any in the original Rockman.EXE series (I believe only 4: Aquaman, Sharkman, Diveman and Bubbleman).
His body concept was based off Gigabolt Man-O-War from MMX8. His color scheme was based off Black Manta.
He originally had a neck. But it didn't turn out right. So I basically removed it and made his head float. It tied rather well since the dome had water in it. Since his head is floating, it can move independently (like rotate 360 degress with out turning his body.)
Floodman's personality would be very similar to that of Flashman.EXE. His voice is a bit metallic with a hint of 'bubbliness' (if you get what I mean).
Speaking of bubbles. I had fun making the background. It maybe simple, but the bubbles were just so much fun to make!

This has now become one of my favorite designs of yours. I love the colour scheme, the concept, the background (especially the bubbles) and the pose he's in! Just by looking at him, I think he should have these two attacks:

O-N-E:
He should be able to get aligned with you and just shoot a stream of water that takes up the whole row for a little.

T-W-O:
He should be able to dissappear and then summonfish that go in schools down the rows.

Maybe he should always have a pool of water at his feet and he could do stuff with that? Like, when he does the second attack I listed, he hides in the pool and you either have to wait until the attack is over or fire a ground based attack at the pool (like shockwave). Also, you should make custom viruses for your universe! That would be so cool... Also, these are suggestions, not requiremants. Feel free to do whatever.

The ideas are interesting. But I already had similar concepts and few were for other navis.

The water stream sounds very similar to Aquaman's attack.

As for the one about summoning fishes, I already had a similar attack called Aqua Parade for Splashwoman. She summons an array of fishes that move in different ways.

For the water at his feet. I like it, but makes him too susceptible to electric battle chips. I plan for Waveman to have his entire field filled with water (like toadman's, but Waveman's field remains as water and doesn't disappear). Floodman's attacks do leave the panels affected as water panels.

I spotted the manta ray inspirationg right away, it really works here. The heas floating in the water bowl is also pretty cool. Though i think it looks a little too similar to Galaxy man with the UFO-esque top part. Still, fairly good.
